President Baxter open the meeting of September 22, 2004 with the first order of business being the approval of minutes.
APPROVAL OF MINUTES:
Commissioner Williams made a motion to approve the minutes of September 8, 2004, 2nd by Commissioner Conner. Motion carried 3-0.
BLUEGRASS CREEK PUBLIC HEARING:
Karan explained that her office received a letter last week from a Linda Veeck who is a co-trustee for the Venita Schultz Primary Trust, she stated that there was an apparent mix up of the addresses to where the taxes go to. She added that her office crew did not pick up this address for the property owner and in speaking with Mr. Ashley, Attorney for the Board, new notices will have to be sent out and give them another 30 days since a property owner was not notified. She asked that the Hearing be tabled until the new notices can be sent out.
Commissioner Williams asked if that would be the last meeting in October?
Karan stated she would get the notices out in time for the October 27, 2004 meeting.
A lady in the audience had a discussion with Karan about the addresses and who was supposed to be notified. Mr. Ashley stated that only the trustees had to be notified not all of the beneficiaries. He also stated that whatever was listed in the Auditorís Office is where the notices are supposed to be sent. It is up to the landowner to make sure that the addresses are correct and updated.
Commissioner Williams made a motion to table the Public Hearing on Bluegrass Creek until October 27, 2004 at 3:00 P.M., 2nd by Commissioner Conner. Motion carried 3-0.
Karan stated there were four quotes to be opened and they were passed to the Boardís Attorney Don Ashley to open and were as follows:
Karan explained that the materials for this job are not included, except for the rock to go in the gabion baskets, this is for labor only. She added that we are providing the erosion control material and the gabion baskets.
Commissioner Williams asked if the contractors knew this? It was answered that they did.
Commissioner Conner said he assumed that it is much more economical than us having the contractor do that?
Karan answered yes, as the contractor will mark the price of the materials up about 25%.
Commissioner Conner made a motion to award the contract of Gardner-Webb Ditch to Henry Bigge Excavating, Inc. in the amount of $18,240.00, 2nd by Commissioner Williams. Motion carried 3-0.
HOSKINS DRAIN-OBSTRUCTION REMOVAL:
Karan stated there are 6 quotes and they were passed to Mr. Ashley to open.
President Baxter asked if there were any questions from the Board?
Commissioner Conner made a motion to award the Hoskins Drain Project to Henry Bigge Excavating, Inc in the amount not to exceed $1,500.00, 2nd by Commissioner Conner. Motion carried 3-0.
COLES CREEK-BANK REPAIR:
Karan explained there were 5 quotes to be opened.
Commissioner Williams asked if the contractors were present for the pre-bid meeting? It was answered yes. He then asked if anyone knew the owner of County Wide Excavating, Inc? Karan answered that it is Mike Chandler, who was the developer of Sandals Subdivision and also Bobby Miller who used to work at the County garage.
Commissioner Williams made a motion to award the Coles Creek-repair bank Leslie Property project in the amount of 4,767.00 to County Wide Excavating, Inc., 2nd by President Baxter. Motion carried 2-1 with Commissioner Conner opposing.
COLES CREEK-NORTH OF PHILLIPS ROAD:
Karan stated there are 5 quotes that have been submitted.
Commissioner Conner made a motion to award the Coles Creek Project to align the ditch North of Phillips Road to Bigge Excavating, Inc in the amount of $1,600.00, 2nd by Commissioner Williams. Motion carried 3-0.
WILLOW POND DITCH-FILL DIRT & SPREAD @ Homestead Restaurant
Karan stated this project has 3 quotes to be opened.
Commissioner Williams made a motion to award the Willow Pond Project to Ryanís Excavating not to exceed the amount of $750.00, 2nd by Commissioner Conner. Motion carried 3-0.
President Baxter stated the claims were in the amount of $43,790.80.
Commissioner Conner asked if WTH was through with their work and also asked if this would be the last payment?
Karan answered yes to both questions.
Commissioner Conner made a motion to pay the claims as submitted in the amount of $43,790.80, 2nd by Commissioner Williams. Motion carried 3-0.
President Baxter asked if there was anything else to come before the meeting?
Commissioner Williams made a motion to adjourn, 2nd by President Baxter. Motion carried 3-0.
